Accounting for difference in free space left on brand new iPhone 5s's of different storage sizes

My friend and I both scored iPhones this morning, I the 32-gig and he the 64-gig. Why did he lose 11 gigs of space on a clean device while I only lost 7? Does iOS 7 install a larger version of itself on an iPhone with more space?

Every hard drive and flash storage device must be formatted for use. Formatting the drives consumes a certain percentage of the drive. So, the larger the drive is the more space will be consumed by formatting before any other data is even added.
