What is the last thing you remember doing on your iPhone before this happened?

Are you talking about on your iPhone? Are any photos and videos on your camera roll?
Go to Settings > General > Usage > Manage storage > scroll to Photos and Camera. Tap on it. Tell me what it says.

You really need to offload a TON of photos & videos...
What size phone you have, memory wise?

64 GB, why there is no warning stating that I have to remove some photos/videos. I have around 15GB of space.

16.8 gb. That means you have a lot of photos on your phone. They're somewhere. Camera roll, photo stream.

There too. I always have to remember to delete those before backing up to iCloud.

Do you mean the Folders will show up if I delete some of the photos? The Apple advised me to rest the iPhone to Factory settings and then to restore the backup but I feel it will not work because this defects are copied to the backup and after restoring it will be transferred back to the phone!!!!

There's not really any way for anyone else to know. We can't see your phone. We don't know what all you have done. Are you referring to photo albums in your photos app? Were you using iCloud Photo Library? Photo Stream?
The fact that you have photos showing in Settings tells me they are there somewhere. Deleting photos won't bring albums back. If you can't figure it out, I suggest calling Apple Support.
