I'm assuming you're already with AT&T. It all depends on your eligibility status. If you have a 2g iPhone (and haven't upgraded to some other phone since), you should be eligible for full subsidized pricing, which is $300/$200. You can check your eligibilty under account info on AT&T online site.

No-commitment prices for the 3GS are $499 for the 16GB and $599 for the 32GB. They're still locked to AT&T, though. You could wait until they're available in countries that sell them unlocked and get a friend/family member to get one and send it to you or get one on eBay. A co-worker of mine with family in New Zealand was kind enough to help me get a factory-unlocked 3G for $700 last year, which is only a $100 more than the 32GB sold locked to AT&T now...

No commitment pricing is 599 16GB and 699 32 GB.

If you plan on jailbreaking and unlocking you need to buy one soon, 3.1 will most likely plug the jailbreak for anyone that hasn't done this on 3.0 and the 3.1 baseband has been upgraded which will prevent the unlock with ultrasn0w.

ok, now does that mean someday when they release lets say OS 4.0 i will not be able to get it? i will always be stuck on 3.0 because of this jailbreak issue?

It's cat and mouse. No one can tell the future, but Apple is slamming the doors on jailbreaking, every time the dev-team finds a hole, Apple is going to plug that hole when they can. If a jailbreak is a must...you should not update any software until the dev-team says it's safe (for your jailbreak) to do so.
