This isn't new to iOS 7, but there is an app that overrides your auto-lock setting. Your screen stays lit (and thereforee, your phone unlocked) as long as the app is open. Not sure how desirable this is, or why iOS allows this.

Is that all the app does? I have an alarm clock app that overrides the auto lock feature, that way you can set it in a dock and have it as a bedside alarm clock.

It's a dating app. You see people near you and chat with them. No logical reason for it to keep the screen on all the time.
