When did this start to happen - how long after you purchased the iPhone? Has the phone been dropped where the screen itself gets hit? Does the screen have any damage to it?

"it could be due to the screen being hit repeatedly, because i know my ipod touch had a white line across the screen after it was dropped on the screen. the thing i would recommend doing is going to your local Apple store and asking them if they would fix it."

Here is a website where someone got water and or drips of water on the screen which can result in getting into the iPhone. Has this happened to you?

"Yes,you should get a good screen protecter. Bring it to the Apple store or best buy for more help."

The bar slides back and forth. It's not stationary...

Have you tried a hard reset? Is it jailbroken?

This Apple discussion with the same exact problem may help you.

I just saw at the top of this discussion - This solved my question - "Go to Settings -> General -> Accessibility . In section Physical & motor set the Switch Control to OFF. Blue lines are not issue."

Not a problem. I have never heard of this problem or experienced it at all. That just means any type of issue in the world can happen. Well maybe not every issue. Lol!
