Bluetooth pairing issue

Hello All,

Some may know my wife got a new iPhone 5. She also has an wifi only iPad mini. When she had her 4s, she would use Bluetooth to tether her iPad to the iPhone for data on the go. I do the same with my wifi only iPad 2 to my iPhone 5. But on her new phone, I can't get Bluetooth to pair with any device.

I've done the sync and hard reset, nothing works. I use this daily with my devices so I know I'm doing it correctly. Any suggestions?

With the exception of a full restore, all the steps from the support page were performed on both devices

When I try to pair, the iPad discovers the iPhone, but the iPhone doesn't find the iPad. It just clocks with no action. Both state they're discoverable.

Have you tried pairing with a Bluetooth headset or speakers? Does it do the same thing? That would indicate a Bluetooth problem rather than a tethering problem.
