Buying an iPhone: 2G or 3G?

hello all,

First post here, as I'm going to purchase an iPhone, but don't know which generation to get. Quick overview of my situation: I live in Germany so I can purchase the phone outright. However, if I get one here, I'll need to unlock it, as I want to be able to use whatever SIM card I want to as I travel between countries often.

From reading the forums, it sounds like the 3G w/ the 2.2.1 software CANNOT be unlocked, correct? The next questions are:
1. Do I get a 2G phone off the Marketplace or eBay so that its "unlockable"?
2. Or, better yet, does the 2.2.1 software-unlocking issue only apply to iPhones sold in the U.S.?

I've heard rumors that iPhones are all sold unlocked in France, but that the prices are exorbitant.

don't buy a phone unlocked because they usually cost more and its not that hard to do it yourself

I believe it's possible to downgrade the 2.2.1 software...

so no matter the generation it will be unlockable correct?

also can it be unlocked before activation or does it have to be activated first?
