It is possible. The easiest way I know of is to use summerboard. It will use the background from the lock screen.

To get a backgorund pic displayed behind the icons....?
You don't even need to mod your iPhone to put a background behind the icons. Simply go to photos (click the photo icon) and select any photo or other .jpg file in there, and then click the little "box" on the very far left on the bottom with the arrow pointing out to the right, and you will be asked if you want to use that picture or whatever as your "wallpaper", e-mail the photo, or assign to a contact. Choose to "Use as Wallpaper" and WALA, you have a background behind your icons. To get the pictures or backgrounds to your iPhone to begin with, simply select them from where they are on your computer when setting up your sync parameters. Simple as that. No modding needed.
