Clearing storage

I need to clear some storage space, and I am realizing I don't understand fully how iCloud backup works. Specifically, if I delete a lot of photos on my iPhone and iPad, the next time it backs up, will it take my "new" set of photos from each device and replace the old backup (meaning, those photos will also be now deleted in the iCloud, resulting in more space)?

Yes. It automatically backs up every day over WiFi. The old backup get overridden by the new one. The next backup will be smaller after you delete photos and the old backup that included them will be gone. Backing up in iTunes on a computer will solve the problem of low storage space as you don't have a limit in iTunes, but it isn't automatic like iCloud.

Along the same line, do apps take up iCloud storage space (I realize that sometimes data within an app can take storage)?

No, the apps themselves don't take up space in the backup. Only the app settings are backed up. If you restore an iCloud backup, you have to download the app again from Apple. It's automatic.
