My brother's looking for a tablet and has asked me for advice. I'm confused a bit about the cell models. If you aren't committing to the cell carrier, then why do they have four different models for the four different carriers. If I buy an "AT&T" model from Apple will it work on the other carriers? I was expecting a generic "unlocked" version of the Air like they have on the phones.

iPads aren't carrier-locker. All of the models have the same cellular bands and will work on all four carriers.

Would Verizon (or Sprint for that matter) active an iPad Air that wasn't designated a "Verizon" (Sprint) device and sold as such?

They activate the same way an iPod Touch or WiFi-only iPad does. No SIM is required for activation. They aren't carrier-locked, so they will work with a SIM card from any of those carriers.
