If you are setting up parental controls or restricting content on the iPad, there's not a tremendous amount you can do with Safari. You can basically hide it and use a third party browser that restricts content. You cannot directly affect which content is restricted.

There are ways using your router, but I'm not sure exactly how that's done and that would limit restrictions to within your WiFi network.
