Does anyone know what this is - some kind of setting controls?

    Appears to activate by the small 'white circle in a black square' icon in the lower right side of the screen (bottom picture)

    It's Assistive touch. You can perform actions without using the normal buttons.

    Talking about Accessibility features. I was at the AT&T to get something of mu bill taken care off. The wait was just to long! I left but made certain the talk back features are turned on at least on 10 different phones.

    It can be turned off. I used it on my old iPhone 5 when the lock button stopped working.

    I have that set to activate by triple clicking the home button. That also toggles it off.
