How come I can't make an emergency call when the iPhone is locked?

I thought that with all the newer phones you should be able to dial in case of an emergency? (I could be wrong)

I know my BB offered that when it was locked.

I think the only way to have this option from the lock screen is if you enable Passcode Lock. With it enabled, you are presented with a number pad to enter the passcode after the slide to unlock screen, and the bottom left button is emergency "Emergency Call." Tapping on this button brings you to a dial pad so you can place an emergency call, though you are not restriced to just dialing 911 or any other country-specific emergency number.
