does anybody know if you still require wifi to use this? because remember Apple promises their network speeds to be a tad bit better than 4G capabilities...

Speed is irrelevant. If you jail broke you iPhone 4 you could use facetime over 3G. Its more of a restriction to decrease network congestion...

I saw on a listing of the 200 updates to iOS 5 that one was FaceTime over 3G. Can't confirm this though until I get the new phone.

I did just pull a list of all the updates as well and it says it will be available. No one has iOS 5 on there iPhone 4 that can confirm this here? That would be a nice improvement.

It is possible -- but it's dependent on the carrier (at least, that's what a bunch of sites are saying). It's like the mobile hotspot feature from a few updates ago.

Why don't you just Tango. It's cross platform so you can also video chat with Android and PC's. All while on 3G.

Network has nothing to do with it. Neither the phone nor the operating system is going to have any effect on the network. The iP4S is capable of faster speeds because it can access faster network signals. iOS 5 has nothing to do with this.

LoL dude! NO there isn't! Not unless u jailbreak... iOS 5 is out and you cant get Facetime so no. iP4S is 3.5G but that irrelevant... I'm trying to tell you that you can only facetime on wifi because AT&T was worried about network congestion... So the 4 didn't allow factime unless it was on wifi. The 4S nobody knows for sure yet but my guess is the same, you will have to jailbreak or be on wifi

Like others have mentioned: tango or Skype will be your best bet for now.
