    Can anyone tell me how I can reduce the size of pics I use for wallpaper? Would also like to change the folder color,

    As far as I know, you cannot change the size of stock iOS wallpapers.
    In the Settings menu under "Brightness and Wallpapers" selecting "Wallpapers" will bring up a sub menu where you can choose something from your camera roll or photostream.
    Whatever you select will come on screen with the option to "Move and Scale":

    Move image with your finger.
    Scale by pinching in or out with two fingers.
    Hit the "set" button, and it will ask where you want to assign it.
    Lockscreen, homepage or both....

    Thanks for the reply. When I try to pinch it to make it smaller, it goes right back to the size it was. Moving it does the same thing. I'm really disappointed more and more as I discover things I could do before and can't do now.

    Are these stock photos taken with your camera?

    Some are pictures I have taken and are in camera roll and some of them have been saved from websites. Nothing works to resize them like ios6 allowed me to do.

    Camera roll pix should move and scale.
    I'm not in iOS 7 as my JB is important to me. Perhaps someone who is updated can chime in.....

    Having the same issue scaling with my iPad 3 and 4S on ios 7 as well. Just snaps back to the original size if I can get it to scale at all.

    I have the same problem with my 4s & ipad 3...... sucks.... tried everything I could think of

    I don't have problem with iOS 6 but I have it now with iOS 7 because I am using same photo with iOS 6 and it was fit to lock screen but with the iOS 7 same photo is not fit and tried to scale it but still not fit!

    Odd, Snowtrooper1966 Jr has iOS 7GM on his 4S.
    I was able to scale and move pix of him from a local zombie walk taken on that device, no problems:

    Thanks Snowtrooper but that isn't resizing the picture. It's cropping out part of the picture. I would like to keep the whole picture and just resize it.

    OK, sorry.
    Just re-read your OP. Never been able to scale down, AFAIK.
    You will have to look outside of the stock iOS ecosystem to accomplish that.
    You will of course be reducing the resolution.....
