I'm not 100% sure what you're asking, so correct me if I'm off base here. iCloud storage space doesn't increase the storage capacity of your phone. For example, if you have a 16 GB phone and were intending to get 5 more GB of space (for a total of 21 GB) you can't use iCloud for that. iCloud is for backups and syncing contacts, bookmarks, etc. The first 5 GB are free. There is no way to increase the capacity of the phone. All you can do is delete some of the stored content. Some of it can be stored in a free app such as DropBox. Call Apple and try to cancel your order for paid iCloud storage space if you misunderstood what it is for.
