    iCall for the iPhone beta

iCall for the iPhone? It's already working and is coming soon to your iPhone. We think you'll find it as revolutionary as we do.
    1. Make and receive calls over WiFi
    2. Transfer inbound calls from a regular cell call to WiFi instantly and seamlessly - save your expensive minutes
    3. Access your same address book
    4. Customize your voicemail options

I installed this app before on my computer and was real buggy. Not to mention I only got 5 minutes free before they wanted me to pay. Hence the reason I'm waiting for Skype to get on their pony (10,000 minutes to landlines/cell for $3 (US))

But the OP is looking for something that is FREE with no extra charges other than what the software costs. Back in the day, about 8yrs ago I used a program that was free all the way around and could call anywhere for free on my pc using my high speed internet.
