I'm assuming iMessage is turned on. Settings-Messages-iMessage-Toggle ON.

A little further down that sub-menu you will see a, 'Receive At' menu. Make sure your credentials are correct within this menu.

Have you tried resetting network settings? It's worth a shot. Are the people who you're trying to send iMessages, on iOS 5?

Last option is to restore your device. If you do decide to restore, set the phone up as new on completion. If that doesn't work book an appointment at your local Apple Store and see a genius.

If this is happening in one place it could be due to poor network coverage/signal strength.

Doesn't make a difference, if the OP can receive but not send then that's a definite issue.
