What happens when you toggle it on? Does it toggle itself off? Have you tried to "forget this network", then add it back?

Check to see if it works after each step:
    1. Reboot.
    2. Update the firmware.
    3. Reset your network settings.
    4. Reset all settings through the settings app.
    5. Restore the iPad.

Yeah, rebooting your device might solve your problem.

If grayed out, try Reset Network Settings.

So you restored it to factory settings? If that didn't work, take it to Apple. It could be a hardware problem.

You forgot Hard Reset is also an option, but it will wipe all the data. If you want you could do it by holding the home button and power button and following the instructions.

What?! A "hard reset" doesn't wipe any data, and there are no instructions following the performance of this action. It's simply a hard reboot.

You're confusing a hard reset with a factory reset. Not the same.

    1. This is incorrect information. Please don't advise people if you aren't certain what will happen when you reboot an iPad.
    2. I already told the OP to restore and he said he tried what I said and it still didn't work.
