iPhone 3GS in Hong Kong - 3 Network

Hi,
I am planning to buy iPhone 3GS from Hong Kong since I got to know that Apple sells unlocked versions of iPhone there. I also got to know that the 3 network in Hong Kong sells it for even less. I have a relative there who can get it for me.
But the problem is, the website of 3 network says "2 years of contract". Does this mean the phone is LOCKED? or can i get the unlocked iPhone by paying the contract money as well?

PS: Actually my relative will be using the subscription contract and I will get the iPhone!

the page at http://support.apple.com/kb/HT1937 lists all available iPhone carriers and whether the iPhones they sell are SIM-locked.
Looks like the iPhones from 3 are not SIM-locked.
But to add to this, to buy the phone at the subsidized price, a 2 year contract is generally required. But since they sell the phone unlocked, they should also have them available for direct purchase. However, I believe you are looking at the equivalent to $599 USD.
