Is Safari supposed to stay running in the background?

I just uninstalled backgrounder and reboot my phone, then I went into safari and went back home. When I look in running processes, Safari is still running! Is it supposed to do that?

That's how it keeps your pages alive so you don't have to reload everytime...and it's ok to kill it.
