Do you see the scroll wheel for the date and time after you toggle off "Set Automatically"? Is it unresponsive? Try rebooting. Make sure to restore his phone first if it is currently jailbroken or if he did an OTA update to 7.1.2. You can apply the backup after jailbreaking it.

The handset was not jailbroken before. He had updated to 7.1.2 OTA. After restarting also am unable to change the year from 2015 to 2024.

1. Backup and restore to factory settings in iTunes on your PC.
2. Jailbreak.
3. Sync and restore his backup (restoring a backup does not restore the firmware or remove the jailbreak).
