Sorry, know that was not helpful, just could not resist.....

There is the standard bag of rice remedy, but that usually involves a shut down immediately following the soaking and not powering on the device for a few days....
Many have reported success with this.

Snowtrooper has the right idea. Power off the phone if you can and place it in a ziplock bag containing a cup or two of uncooked rice. Leave it there for 3 to 5 days. Say a prayer when you take it out and see what happens. Much depends on how it got wet, was it submerged and for how long, was it clean water, soapy water, dirty water etc. the best scenario is if the phone were momentarily dropped in clear water for only a second or two then immediately removed, turned off and put into the rice. Every possible condition beyond that lessens the chances for a successful outcome. Good luck and let us know how you make out.

The important part is leaving the phone in the rice bag for 3-5 days, 5 is better. DO NOT open and try it before that. You will be tempted but DON'T! Give the rice that long of a time to absorb as much moisture as possible before trying the phone.

So what happened? Were you able to bring the iPhone 3GS back to life?

Yes, if you have your phone wet, put it into rice grains and it will absorb it. Leave it for 2-3 days.
