As a few of you know, I work for Intel and part of my job is to submit photos with my report at the end of the day. So I take the photos and then I have to select the photos that I want to upload to iCloud and it can take between 3-5 minutes for the photos to appear on my MacBook Pro. How can I set up my phone so any photo that is taken is automatically uploaded to iCloud and is available through Photos on the MBP? I don't take a lot of pictures but when I do, I need to be able to get to them on both my phone and MBP.

If you toggle iCloud on on both of the devices, it will automatically upload all iPhone photos to iCloud as soon as you connect to a WiFi network. If you are already on WiFi when the photo is taken, it should show up right away on the MPB.
