Have you tried a hard reset (home button and power button hold till Apple symbol appears)?
If you have tried that have you tried a reset to factory settings then restoring from a backup?

It may just be that phones time. It has lived a good life and now wants you to get the iPhone5 next month. :)

I'd definitely try that hard reset first.

I am having the same problem! I have rebooted the phone several times and I restored from a backup. Everything is so much slower than when I first got the phone. I really want to avoid a factory reset if at all possible.
