After the update yesterday, my Notification Center is now Black instead of blurred. I thought I had found a toggle for that on a previous build. But I have had no luck in finding it.

Can someone tell me where it went?

I don't believe there is an option to change the background of Notification Center in iOS 7 beta 3. If there is I can't find it either.

Mine was blurred before the Update. I even changed to different wallpapers thinking maybe something I had done made it go to black. You can't even see the X's to dismiss a notification with it being all black.

    Found it iPhonewarrior ...

Under accessibility, if you turn off Increase Contrast. It will go back to the Blurred/Transparent background. Hope that helps.
