I prefer using iRinger. 3 steps and it will even copy it to your iTunes folder for you. Can take the 30 seconds ( or you can make it shorter ) from any part of a song and make it ring tone.
I think their site is www.iRinger.net
Found a demo video for ya too:

    I'd use iTunes directly.

    1. In iTunes select the song you want to make into a ringtone.

    2. "Get Info" for the track.

    3. Under "Options" set the start and stop point for your ringtone. (you'll need to listen to the song and note the times to start and stop)

    4. Save changes.

    5. Right-Click and "Create AAC Version" of the track.

    6. Right-Click on the new AAC version, "Show in Explorer."

    7. Change the file extension to .m4r

    8. In iTunes, delete the newly created song, and re-import it with the new .m4r extension.

    9. It will show up under the ringtone section, add it to your iPhone.

You do not have to jailbreak to make ringtones.

Oh my bad. I thought we need to jailbreak a device to do it. Thanks again for the correction. :)

I like "Ring-tones" app (remove "-") . It's simple and useful. you make your files, and finally you must add them to iTunes and sync.
