ringtone maker for PC

i have seen somewere that there is one for mac, but i don't have a mac...so is there ine for pc ? and if so where can i find one

All you need to do is get an MP3 editor (I suggest Audacity - http://audacity.sourceforge.net) and cut an MP3 down to under the max 40 seconds. Then, import it to iTunes as normal, right click it in your library and choose "Convert Selection to AAC". Delete the resulting file and the MP3 you created from the Library. Now, go to the directory that your MP3 is in (and where the new file should be) and rename the extension to .m4r. Drag that to the Ringtones section of your library, sync your iPhone, and it will be in your Ringtone list.
