I'm going to call BS on this one and say that the 3-hour charge figure is from the wall. Based on the size of the panel, it is probably a 4v, 100mAh panel, which means that in bright sunlight, it will take 15 hours to charge the 3.7v, 1500mAh battery. Ohio has an annual average of 4-5 hours of solar radiation per day (which obviously peaks higher in summer and lower in winter), so it would take (on average) 3 days to fully charge that battery.
