Hey guys I never had this problem with my previous iPhone so maybe it's a software issue, I bet it is...anyway sometimes I have like 15 20 voice mails per day, some of them I don't even want to listen to, so I go ahead and delete it, when I close my phone put it in my pocket 10 sec later I hear new voice mail, I look all this voice mails including I listed to, are back to phone, like I never even listened to them...it's crazy help!

This is an iOS 7 bug. You can prevent them from coming back by fast forwarding to the end of the messages (instead of deleting them without listening) and then select Deleted Messages and Clear All to permanently delete them. It will take a few seconds longer, but they won't return.

Then you'll have to play them all the way through, then delete them, then permanently delete them. iOS 7.1 should be out this month and it will likely fix the problem.
