When am I eligible for a standard upgrade?

On Apple.com it says "You may qualify for a standard iPhone upgrade on 07/23/2009 (the date I bought my 3g on a year ago)." Is this true? After a year I'm eligible for a full upgrade? That'd be awesome.

Yes. That is the date you can upgrade at the lower price. Don't decrease your plans, however. My plan used to have 7/12/09 until I dropped my minutes. Now it says 12/12/09.

AT&T uses a proprietary and highly classified formula for extracting the eligible upgrade date using a combination of slide rules and abacus. PFM. :p

Isn't the standard upgrade the $499 price instead of $699, or is that the $299 price (for 32gb)?
