previously i had been using an APN changer to avoid data plan charges. would selecting the new disable cellular data" option also prevent Apple from charging me a data plan?

Apple doesn't charge for the data, AT&T does. As far as I know, you have to be signed up for a data plan on an iPhone. There is no way around it.

No. That's just so you don't accrue hundreds/thousands of dollars of roaming data charges if you ever travel internationally.
