Advice please: Set up as NEW or RESTORE?

Activating my new 4S...

Activating on my son's phone number, then will switch sim cards after it's up and running. (Both are iPhone sims so they'll fit.)

If I set up as a NEW iPhone, I can go back later and restore from a backup, correct?

yeah, you can always go back later and restore from a backup.

I personally like to keep all of my app data, login info, etc. There shouldn't be any harm in restoring from a backup.

I'm thinking it will go a lot faster plus it may not be a bad idea to "clean house" a bit. I have a lot of apps I no longer use on there.

You can always clean up the iPhone 4 by getting rid of the apps you don't want on your iPhone 4S and other stuff as well and then do a backup of the iPhone 4 so that when you restore from backup to your new 4S it will only carry over the apps and things you want.
