Make sure you're logged into the app store on your device.

Go to Settings and choose iTunes & App Store. If you see your Apple ID listed there you should be logged in.

...And if you have a signal. Cellular or Wi-Fi, but you must have a signal...

Remember that there is a known issue with some people where it doesn't tell them they have updates unless they check themselves through the App Store. This happens to me sometimes.

It happens to me as well. I have to enter the App Store to realize that I have updates. Luckily the updates I may be missing are minor ones......so far.
