I was wondering if I had to restore my iPod then once I downloaded my apps again will all my data (such as private pictures from dot lock) be restored or is it lost forever?

From my experience, it depends on the app.
Also, if you backed up to iCloud before the restore, there are options to save app info in the cloud backup.....

In my experience, if you've backed up via Mac then restore to that backup you do get the data that was saved by the apps. As an example, if I backed up my phone with iFiles
(App Store version, not Cydia) that contained certain files and if ever I restore my phone the app along with its data will be restored.
This could depend as per app's setting, some apps have a feature that could allow you NOT to back up its data... Check the app's setting.
