Blocking Calls and Texts From Individual Phone Numbers (UK)

Forgive me for this post i'm new to all this. I've tried to look into it but I've got no where please help

• I haven't got iBlacklist
• I haven't got a Jailbroken iPhone, wouldn't know where to start
• I cant find an App on the AppStore
• I 've read about AT&T must be a US thing I'm from the UK never heard of them

Any suggestions please
