Every time someone calls me while I'm on the phone with someone else they get the busy signal, and for some odd reason I could get call waiting a few days ago. But now it's turned off on my settings and won't let me turn it back on. Can someone please help me?

Phone your service provider, it sounds like they've turned it off on their end for some reason.
