Copy HTML to iPhone

I'm trying to copy my website, that I've designed for the iPhone, to my iPhone. I want the website to be accessible regardless if I have Edge/WIFI access. How do I do this? I thought if I copied the files locally to the iPhone I could access the URL via iPhone Safari. However, I cannot find ANY tools that allow this. Any help would be much appreciated.

How are you going to access the files locally through the URL if safari is going to search for the link via internet and not locally on your iPhone?

I wonder if it would be possible to use mobile apper to create a url string to a local director like \\var\root\ ?

You can create the shortcut online, and then just edit the plist to launch a local directory instead. Not what will happen but its worth a shot.
