Text color hasn't been figured out yet. You would have to integrate the text with the icon.
To change the battery color...Go to Photoshop and hit Ctrl+Alt+U and move the sliders around to your likings!
I don't know anything about GIMP. There are tons or guides on this site and on ModMyiPhone. I don't use text when I make themes so I might not be the one to ask for instructions about doing the text part. Sorry
