Does anyone know how to turn your iPhone into a WiFi hotspot?

I have AT&T and i know about personal hot spot but do AT&T customers have to pay $20 a month? I don't want to pay monthly fees so anything like that is out of the question. Is there like a paid app that makes it a hotspot? I don't want to jailbreak but I'm open to any suggestions

There are no options outside of paying the $20 per month.

If you jailbreak you can use MyWi, however be aware that AT&T have noticed that people have been tethering, so your mileage vary.
