Find My iPhone not working

I've set up Find My iPhone for my friend on his iPhone4 running 4.3.4, verified the email Apple sent him and turned Find My iPhone on in settings. When he logs into the FMiPhone app it says "no devices". Push email is on and checks every 15 minutes, yet when he goes into "advanced" and "mobile me" it says "inactive". Any suggestions?

ok, couple questions.
1) is Location services on and is it on for FMi?
2) The MobileMe account- is it just for FMi, or is it an actual full mobile me account?
When you go into Settings->Mail, Contacts and Calendar, you should see the account. If it says "inactive" then its probably a full MobileMe account. Click on the account for the next screen and you will have the option to turn on items and make the account active.

I do not have a mobileme account, so when I setup findmyiPhone, I just followed the instructions here:
http://www.apple.com/iphone/find-my-iphone-setup/
If these are the steps that were followed, then I think the account was not verified.

That first screen shot shows that the account is setup correctly for FindMyiPhone. It will NOT be listed under Location services, But Location Services HAS to be on in order for it to work.
The second screen shot is a contradiction. Push means that new information is automatically received (provided the account is setup correctly for that to work- commonly called an Exchange account, but also the same with Mobile Me. Set that to manual if you receive push services.
That third screen shot is another contradiction. Inactive, yet set to fetch? Does he receive email and sync contacts and calendar? If he does, that is Push services. Let me get you some screen shots of what my setup is. Since Apple has set Find My iPhone as a separate feature, I think its confusing you and your friend.

Take a look at my screen shots. I don't have a mobileme account, buy do have my gmail setup for push. I leave it off most of the time because I have an app that works better.
But it says inactive for that push account because I have email, contacts, and calendar sync all turned off. If I turn even one of those on, the it will be listed as active.
If you aren't seeing the options to toggle what to sync on or off, that's part of the problem. Like I asked before, is he syncing anything with the MobileMe account? If not, that's why it says inactive.
Check and make sure location services is on, and test again.

It is purely a free Find My iPhone account, not a MobileMe account that he's paying for. He has no email set up on the device, we just followed the "set up" instructions online, which said to make sure "push" is on for Find My iPhone. There is also no option to turn mail, contacts, calendars on. And location services are on. In the last screen shot the only other option to fetch is manual.

You cannot add devices they are added automatically when you set up a device. I just log into find my iPhone is using her email and password. If I want to see mine I use my email and password. You could use find my friend app if you want to see both.

Turn it off then back on in location services and reboot phone. Also swipe to delete the device in the app (don't worry it comes back automactilly).
