No, I didn't download it since I have an official tethering plan. It has been confirmed by others to work, though. No guarantees it will continue to work on new firmware versions, but it's only $2.

It's been a couple years since HandyLight was pulled for offering hidden tethering, but now THREE tethering apps?

Appears I've been beaten lol. The BSOD Reaction Time hidden tether I can't get to work, it just sits at looking for network? But the Flash Army Knife app works right now (I'm tethering to my MBP).

Suppose all of these apps will become redundant when this phone finally becomes jailbroken!

ATT caught me with the last tethering app I used when I was JB. Threatened to add tethering to my account if I continued. Somehow they can tell so I'm not ready to try this just yet.

No. It requires you to set up an ad-hoc network on your PC/Mac, which you can't do on an iPad.

It allows you to use your phone's data/internet connection on another device. If you pay for the service from your carrier, it's as simple as toggling an on switch. An app like this one requires multiple steps, but there are no monthly charges. There are jailbreak apps that serve the same purpose but are much simpler, but this is the best option for those who are stock and don't want to pay for tethering. You'd want to use it in moderation to avoid flagging your account.
