How long does a sync take?

I installed the iCloud console on Windows 7 and transferred photos into the "Upload" folder, but don't have anything on my iPad or iPhone. How long should it take? Do I need to do anything else?

I could be wrong but I think iCloud photo stream only syncs photos generated on one of your devices to your other devices.in other words if you take a picture on your iPhone it will automatically sync to your iPad photo stream folder and the photo stream folder on your pc. It does not sync folders from your PC. You will need to sync those with iTunes.

I thought it would allow uploads because when I installed iCloud it set up an upload folder.

The upload folder is where pictures are stored that you take on your iPhone or iPad.

I don't understand what an "Upload" file would be doing on my PC. What is the "Download" folder for then?
