Its better to restore and then update since that will be less buggy, but I just updated my jailbroken 3.1.2 straight to 3.1.3 in order to be prepared for this release without a problem. Nothing weird happened except I have a 3g and still have two features from my jailbroken phone now that its not jailbroken. I still have the battery percentage next to my battery, and in the top left corner I still have my name present instead of ATT next to the bars. Weird, but other than that it ran smoothly for me.
EDIT: Its still not up for me in philadelphia...UGHHHHHH
Correction! Im updating now. And to slr001....no its not out for the iPad just yet, i forget the exact date but it will come at a later time.
I can't tell whether it is up here or not, because I am running the GM and don't know how that works as far as updating goes.
I had the same question. Not sure if it has been answered. I will just plug mine in later and see if it thinks I need an update. Its like a feeding frenzy here now!
I had my phone plugged in and kept hitting check for updates and it wouldn't find the update, then I disconnected and reconnected my phone, and BAM, there it was. So I suggest doing that for anyone who still hasn't gotten the update.
