iPhone 4 strange lock icon

My wife's iPhone has an icon at the top of the screen that is a padlock within a circling arrow, anyone know what it locks and how to open or get rid of it? Also she is having problems flipping pictures and other things that used to turn. Are these two related, if not how do we fix both. Thanks in advance!

Nothing to worry about. What that icon represents is the screen rotation lock. To unlock, double click your home button to bring up your task bar at the bottom of the screen and swipe across it from left to right until you see the circle arrow icon, select it and that should remove the rotation lock.
