When I'm away from my Wi-Fi, all I can get is E on my 4S, and I can't find a way in settings to allow 4G. I seem to remember on prior phones there was a way to set it.

That's not good. What do you see in General > Cellular. Might be different for you because I'm no an iPhone 5.
Try a hard reset (hold power and home button together until you see the Apple), see if that helps
