Not quite sure what you mean… if by "iTunes videos" you mean music videos you purchased on iTunes, then they should be playing just fine on iOS 8—and if they aren't, it won't hurt to update to iOS 9 and try again.
It shouldn't matter if you're storing your music videos on a local drive or a network drive. After you sync with your iPhone using iTunes, they'll reside and play from your iPhone's storage.
