Linking an iPad to your phones data

Hi all, sorry if this is a stupid question! But is it possible to use my iPad on my phones data? I know I could just buy a 3G iPad but I won't hardly ever use it, so could do without the extra expence. It would be great if I could just link them somehow!
While I'm posting I may as well ask another question! Are there any good apps for viewing, editing& creating word docs?

I use my ipad (wifi only) with my phone tethered
Tethering means you deploy your hotspot (settings)
I have AT@T which you can use the hotspot only with certain data plans
