so cal
I just updated my phone and I have MMS :)

go here to add the mms without jailbreaking

mms setting are

APN wap.cingular
user name
password
MMSC mmsc.cingular.com
MMS Proxy 0660209.011.032
mms max massage size
MMS UA prof URL

the att_US.ipcc file can be downloaded here

* Safari browser users: If using Safari to download an IPCC or IPSW, open Safari Preferences (Safari menu - Preferences) and uncheck Open "safe" files after downloading first to prevent Safari from automatically unpacking (and deleting) the IPCC or IPSW after downloading it. In addition, Safari will probably append ".zip" to the filename. If so, rename the file such that its name ends in ".ipcc" or ".ipsw" (as appropriate).
* ALL CARRIERS: Power-cycle the phone (hold Sleep/Wake until red slider appears, slide it, wait for display to turn black, hold Sleep/Wake for 2 seconds to power back on) after applying a new IPCC; some effects (such as enabling MMS support) do not take effect without a power cycle.

So just to clarify...

You updated to 3.1 and the MMS icon was magically there? Or you loaded a file yourself?

I updated to 3.1 via iTunes. What MMS icon? I just go to Messaging and don't see an MMS option; or if I go to Photos I don't see an option to send it via MMS.

It depends on the location. Apparently AT&T is rolling it out gradually. In Florida people have been getting it this whole week. Last night I upgraded my carrier file to 5.0 and am still on a jailbroken 3.0.1 and I have MMS working perfectly.

Can you take a picture of the screen with the new icon on it? I'd like to see what that looks like. It should say MMS under it instead of Messages right?
It should still say 'Messages'...the MMS pic will show up in the same SMS message thread.

I forgot that i updated the ipcc file a long time a go. So the answer is you have to manually update the ipcc file to make it work.

ATT will NOT have MMS until Sept. 25. What a f'ked up provider.
I want to be the first to thank you for that wonderful nugget of wisdom you've just bestowed upon us. What would these forums be like without people as intelligent as yourself?

So who else has it already-we don't in NYC. I honestly don't even care about MMS anymore but i won't miss the dreaded ViewMyMessage;)

I've had it in Vegas with the modified IPCC for a few weeks now. Still on 3.0.1 awaiting a Jailbreak solution from the dev team.

I think I've used MMS only 3 times though.

downloaded the file and followed instructions, the camera icon now appears on messages but the picture won't send, 3G with full bars - must not be ready in California yet

You did the SIM swap and made sure you're on a texting plan other than iPhone Texting? If so, you're probably correct.
