Need help with new project!

So I just bought a 'broken' iPhone 4 Verizon version and I'm looking to fix it and make some money. I currently have a AT&T iPhone 4. The person who sold me the phone says that it just won't turn back on and when they plugged it in the computer it says something about
"security code 21" and that's the whole story. Any help would be grrrr.ate.

Put phone on DFU mode and restore it. Turn phone off, open iTunes, connect phone, turn on iPhone but while doing that hold the home button till phone turns on and asks you to restore it. That's it.

Sorry, I got the "fix it and make some money" as in you wanted to fix it and sell it. My bad. That's all I got, hopefully someone can chime in and help you with this issue.
